AI As An Enemy
So what if Skynet was real, and machines took over and saw humanity as a threat that needs to be removed from the universe as quickly as possible.
If a true AI, i.e. fully sentient, became a reality, took over all systems etc, and built machines specifically for the eradication of humanity, would we stand a chnce and how would we fight back? More imprtantly, how could we game this?

The human resistance forces wont have access to orbital assets etc. All of that will be lost, as well as ground comms assets like towers, masts, relay stations etc.
However, they could have field comms, and comms drones deployed in a battlefield area. Assume there is still an atmosphere, and therefore ionosphere on a ravaged Earth. Battlefield comms drones should have specific rules and should be able to be trageted by enemy forces. As they are taken out or hacked, the comms of the owning force should be degraded.

AI Hacking
For electronic warfare purposes I would simply classify an AI force as high tech but they dont have EW specialists deployed - they simply have a total pool of EW points up to a maximum of 24 points or roll 4 D6's and add 1 or 2 to each dice score that is a score of 1.
AI EMP Vulnerability
With regard to an EMP strike, treat AI forces as having reduced vulnerability to an EMP strike as a result of advanced shielding etc.
So if an EMP strike is launched successfully against the AI, then treat it more as a morale test for each unit rather than a lights out situation.
Maybe the owning player of the EMP strike chooses an eipicentre, then the EMP strike is focused in a specific direction at 45 degrees form the two edges of the epicentre so as not to catch friendly forces.
All units within this area must then roll on a D6 to see if its lights out for them.
At the start of the game if the AI force has no other obvious factors to roll against such as quality, morale, tech level, or any other rating, simply give them an overall resistance rating between may 3 and 4.
Each unit must then roll a D6 and roll a 3+ to continue un-affected, if they fail, they are removed from play as a estroyed unit.
Hacking AI
All costs for hacking a hostile AI should be doubled due to the difficulty - i think this is the simplest and game friendly way to do it. You still stand a chance of success you just need to use your EW points wisely.
Rapid Updgrades
A thought did occur to me when thinking about this, like the Cybermen of Doctor Who, would you include a rule for AI drone units to be able to deploy rapid upgrades in the field when experiencing a new attack like the Cybermen? I would suggest if you do choose this you simply make them less vulnerable by small increments rather than suddenly completely invulnerable to that specific attack.
Myabe they have a pool of upgrade points that can only be used when experiencing an attack from a new kind of weapon, but only if the unit receiving the first attack survives the attack. If the unit is destroyed there was no chance to analyse and upload in time to apply any upgrades.
Remember, these ideas are to try and keep games fun, and engaging for all players and forces involved, and make sure they have the ability to always do something.
